Gallagher Keynotes State Bank Supervisors Conference
CONCORD, NH - Christopher C. Gallagher, Esq., shareholder
and director at Gallagher, Callahan & Gartrell, recently
presented the keynote
address at the Conference
of State Bank Supervisors District 1 in Whitefield,
New Hampshire. District 1 includes
the Banking Commissioners of New England, New
York, Pennsylvania, Maryland and Delaware. The
Conference of State Bank Supervisors
is the nation’s leading advocate on issues related
to state-level banking regulation.
Attorney Gallagher’s presentation focused on the development
of effective state-level regulations and the need for state
banking regulators to both protect the public and provide
guidance to the banking industry. "Regulation as a resource
is the road to relevance," Gallagher said.
“To limit the likelihood of more Tycos, Arthur Andersons,
MCI-Worldcoms, Enrons, blackouts and other regulatory breakdowns,
we need to get it right quickly,” said Gallagher. “Markets
without transparency, reliability and oversight are commercially
counterproductive. No one will use them. The right kind of
regulation is the kind that lets in sunshine rather than
blocking it with arcane complexity; the right kind of regulation
is sensitive to public concern; the right kind of regulation
is tailored to the scale and capacity of the regulated; and
in the future, the right kind of regulation will better utilize
the new technologies to the maximum.”
