Keelan B. Forey

Keelan Forey is a member of the firm’s litigation team with a focus on employment law and civil rights. With experience in both trial and appellate courts, Keelan offers end-to-end litigation support for cities, towns, school districts, law enforcement agencies, and private employers facing employment-related disputes and constitutional claims.

Keelan defends clients against wrongful termination, discrimination, and retaliation claims brought under Title VII, the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), and other employment-related statutes. Keelan also has experience litigating Section 1983 civil rights claims involving alleged violations of due process, equal protection, First Amendment rights, and police misconduct.

In addition to litigation support, Keelan advises clients on risk management, policy development, and day-to-day employment issues to help prevent litigation before it arises. She also assists municipal clients in navigating compliance with the Exculpatory Evidence Schedule and Right-to-Know Law.

Keelan has been selected to the New England Rising Stars® list for Civil Litigation for 2023, 2024, and 2025 and is recognized in the 2026 edition of Best Lawyers: Ones to Watch.

Keelan graduated cum laude from the University of New Hampshire School of Law, and earned her bachelor of science, cum laude, in health management and policy from the University of New Hampshire.  At UNH Law, she was a Daniel Webster Scholar, an editor of the UNH Law Review, and, in addition to her J.D., received a Certificate in Health Law and Policy.

In addition to her practice, Keelan serves on the Concord Public Library Foundation Board and is a member of the New Hampshire Women’s Bar Association.

Keelan is admitted in New Hampshire, the United States District Court for the District of New Hampshire, and the United States First Circuit Court of Appeals.
