Dr. Lisa Shapiro is Consulting Economist at Gallagher, Callahan & Gartrell in Concord, New Hampshire. She analyzes economic and industry trends, and works with businesses and non-profit organizations on strategic and economic issues including energy, taxes, housing, and healthcare.
Dr. Shapiro has testified before New Hampshire legislative and regulatory bodies. She has appeared as an expert witness regarding fiscal and economic impacts of various energy infrastructure projects. She has authored studies and provided strategic advice on the effects of statewide property taxes, business tax proposals, and public investments and infrastructure.
Dr. Shapiro served on a commission established to achieve long-term viability of the New Hampshire Retirement System, and was appointed by two Governors to serve as the Chair of the Board of the New Hampshire Retirement System, an office she held for five years. She has served as the industry representative on a legislative study committee to standardize utility property tax assessments. Dr. Shapiro is on the board of the Josiah Bartlett Center for Public Policy, and is a former member of the Federal Reserve Bank of Boston’s New England Public Policy Center Advisory Board.
Dr. Shapiro holds a Ph.D. in Economics from the Johns Hopkins University.
